About the saved graphic. The October 13, 2026 graphic accompanies a three-page source-report draft reviewed October 12. The city reported no evidence of deliberate withholding in the video-release matter; a separate March 2024 city-commissioned review found no identified policy violation by Page in the shooting response. These address different conduct. The file remains NR / Not Rated, and the original service record, hiring file and complete individual administrative record were not independently obtained.

The record and the response
Separate review of the shooting response
The March 2024 city-commissioned Prado review, as summarized by KSAT, identified no policy violation by Page in the school response and credited his movement toward the shooter and assistance with evacuations. This is an attributed finding from that review. [S4]
Multiagency findings are institutional context
The DOJ review identified serious failures in command, tactics, communication and the response to the active shooter. The saved file does not treat those institutional findings as an individual disciplinary determination against Page. [S5]
Records release and intent
Reporting identified Page as the employee placed on paid leave during the omitted-video inquiry. Uvalde later described technology problems and an unintentional failure of diligence, and reported no evidence of deliberate withholding. The exact individual duties and final personnel record remain incomplete here. [S3][S6]
Departure and later employment
Page separated from Uvalde on September 13, 2024. The city and his attorney described retirement, while some reporting used resignation. Subsequent reporting citing TCOLE service records describes employment at Winters through July 2026 and a Real County appointment effective September 10, 2026. The underlying service and hiring records were not independently obtained. [S1][S2][S3]
Scoring decision in the saved draft
The October 12 draft applies the officer evidence gates of the TCF Method 3.0 pilot and withholds a composite score. Its coverage is not a comprehensive career audit; favorable and adverse accounts remain separately attributed.
