Verified investigative findings

Direct supporting sources provided
01 · INCIDENT RESPONSE

The DOJ's 2024 critical-incident review documented critical failures in command, tactics, communication, and decision-making. The shooter remained inside classrooms while officers waited in the hallway.

02 · RECORDS RELEASES

Following litigation, Uvalde released significant police recordings in August 2024. A further release of 48 videos, including 11 body-camera recordings, followed in October 2024.

03 · PUBLIC ACCOUNTABILITY

Families and residents confronted officials at city council and school-board meetings and organized public demonstrations, demanding answers, records, and action.

KEY DISTINCTION
The DOJ's critical review, the Texas House investigation, the city-commissioned 2024 review, and the later records-custodian inquiry addressed different questions. Their findings must not be conflated. The 2024 city review did not find a policy violation by Donald Page in his shooting response; the city's omitted-video investigation is a separate matter.

Verification & records methodology

What this index does / doesn't establish
Verified links are not verified individual files. A publisher's article may hold several embedded videos, and an archive may omit records or block direct access. TCF identifies release collections and selected recordings but does not claim every source file is accounted for. Report artwork is not documentary evidence.
Unresolved evidence and disclosure requests
(1) Obtain TCOLE appointment and license-status documents for Donald Page; (2) obtain the complete Uvalde 2024 records-custodian inquiry and underlying records logs; (3) obtain releasable Real County Sheriff's Office hiring policies and qualification-review documentation; (4) individually inventory all 48 October 2024 files and associated metadata; (5) verify each City Council full-length recording and preserve source timestamps; (6) document each requested video’s duration, source agency, published date, authenticity notes, and whether lawful downloading is available.
Publication and child-protection standards
Do not publish minors' identifying emergency audio or unredacted personal details. Where records conflict, attribute each finding to the relevant investigating body rather than treating one review as decisive on matters outside its scope. Link to news footage instead of copying copyrighted files without permission. Use only verified source imagery as evidence; TCF visual posters are illustrative editorial designs.
