Scope and evidence gaps

TCF Available-Record Grade 1.0 is an editorial assessment of the cited assessable record, not a validated measure of overall department quality. Unknown checks earn neither credit nor penalty. Coverage measures rubric weight, not the fraction of officers or incidents reviewed. Historical operational cutoff October 4, 2026; the October 13 refresh is confined to an official contact page. Staffing, budget, crime and case status were not refreshed. Only P2 is assessed. The contact-publication grade cannot be interpreted as a conduct, training, accountability or overall agency grade. The saved archive lacks the full raw researcher and comment dataset. Published source links, counts, caveats and paraphrased findings are preserved without inventing comment records. The general contact email is not treated as an established citizen misconduct-complaint system. Two budget figures are attributed and unreconciled. FBI full-time staffing does not establish reserves or current filled positions. No response or records request was sent. Allegations, agency assertions and audit openings are not final adverse findings. No complete operational sample, closed complaint files, final force review or current merits outcomes were obtained. The original archive lacks a complete raw researcher dataset. The only assessed unit is a contact-publication snapshot; its grade cannot describe the office’s conduct or all services.

Agency response

No response or records request was sent for the archived review or migration. In a November 26, 2025 public statement reproduced by Ozark Radio News, Sheriff Hogan said the office cooperated with MSHP and continued serving the community. That statement is not an independent cooperation finding or a response to TCF.
